Sanjouin Chigusa is a character who only appears in the Shoujo Kakumei Utena game "Four Days in Ohtori: Itsuka Kakumeisareru Monogatari." It was released on Sega Saturn in Japan only (unfortunately for us) but you can buy it off Ebay (for a fortune!!!).

Ikuhara went to Sega, wanting them to make an Utena rpg. Sega produced all Utena merchandise, from dolls to trading cards, to the game. At the time, Sega was busy pushing the new Sakura Taisen (Sakura Wars) video game on Sega Saturn, so Utena didn't get too much attention. While Sega Saturn was on life support in America, it thrived in Japan.

"Four Days in Ohtori" is a decision making game (rpg) in which you, the player, are a cute young student at Ohtori, whom you get to name; she is in 8th grade. Each character has 'nobility' points, and the choices you make determine how high those points are, and who your friends are as well. The game has 10 different endings (an Utena ending, an Anthy ending, a Touga ending, a Saionji ending, a Juri ending, a Miki ending, an Akio ending, a Normal ending, a Perfect ending, and a Black Rose ending). On average it might take 5-6 hours to play the game, but considering it has 10 different endings, you get a lot of game play.

The game takes place in the first arc (Student Council Arc), somewhere between episodes 8 and 9. It takes place over a span of four days (thus the name "Four Days in Ohtori") and takes place at Ohtori Gakuen (thus the name "Four Days in Ohtori"). It has many more adult situations, as well as sexual innuendo and homosexuality (which shouldn't bother any Utena fans by the least).

Sanjouin Chigusa was specifically created for the Utena game, and does not appear in any of the series or movie. She is often referred to as Mikage's predecessor, as her own saga takes place right before the Black Rose Arc, and sort of forshadows it.
